In future, parties wishing to retain land for future use will be required to pay a holding fee, and purchase timescales are to be tightened. Energy White Paper The DTI Energy White Paper has some implications for the rail freight business. RFG position on new freight routes Rail Freight will need more capacity for long term growth. RFG has welcomed the Freight RUS, which sets out the infrastructure investment likely to be required to accommodate freight growth to 2015. Beyond 2015, our forecasts show that rail freight will continue to grow, particularly if road user charging is implemented.
