RFG has submitted its response to the NIC Interim Report on the Rail Needs Assessment for the Midlands and North.
With regard to the assessment of rail freight, we are disappointed by the Commission’s approach. Firstly, the tone of the report infers that freight is seen as rather a nuisance on the network, whose ‘impacts’ have to be assessed. The text in Box 3.3 talks about a reduction in rail freight leading to an increase in road, when it could just have easily talked about an increase in rail leading to a reduction in road. Whilst these are perhaps just semantics, they give a sense of overall thinking which is unhelpful.
